Position : Health Management and Administration Advisor (EQHA)

Project Overview and Role:

Palladium is seeking an experienced Health Management and Administration Advisor (HMAA) for a USAID project that aims to support Ethiopia’s health sector in planning, implementing, regulating, institutionalizing, and sustaining the quality improvement efforts in the country for improved client satisfaction and health service utilization to improve health outcomes. The HMAA will provide technical expertise on health management and administration and oversee related activities in support of the COP and will lead the technical direction and oversight for the project’s health administration activities. The candidate will lead and direct the comprehensive integration of clinical services, fiscal management and strategic vision for cost-effective, sustainable quality care and treatment within local health institutions. S/he will be responsible for ensuring strong linkage between service quality and facility leadership/governance. S/he must have an appropriate balance of technical team leadership, administrative experience, and interpersonal skills and experience. The ideal candidate must be a recognized leader in the management and administration of health systems, health system strengthening, and demonstrated technical expertise in at least three of these five technical areas – RMNCAH service delivery, quality improvement and quality assurance models and approaches, data use, health financing, or community health services. Having the capacity to successfully interact with host country agencies, including federal, regional, and woreda level players, development partners, civil society and community-based organizations is essential.

This position will be based in Addis Ababa and is contingent upon award.

 Primary Duties and Responsibilities: 

  • Provide leadership and conceptual guidance for the strategy and implementation for the comprehensive integration of clinical services, fiscal management and strategic vision for cost-effective, sustainable quality care and treatment within local health institutions.
  • Responsible for ensuring strong linkage between service quality and facility leadership/governance.
  • Advise the COP in the alignment of the project’s staffing, including consultants, with work plans and additional requests from USAID.
  • Supervise staff pertaining to clinical integration services, fiscal management, and strategic vision, as appropriate, to ensure activities are on track and meet Palladium’s technical quality standards and delivered on time and within budget.
  • Work with team leads to design and implement strategic approaches to expand project activities and innovative approaches.
  • Oversee and participate in the preparation of necessary technical and program-related reports, including presentations, white papers, technical briefs and peer-reviewed publications, and conferences.

Required Qualifications:

  • Master of Business Administration (MBA) and/or master’s in health services/Hospital Administration (MHA). MPH and licensed clinical degree a plus.
  • Significant experience (5-10 years) in operating health care facilities with clinical management and coordination, supervisory and administrative duties including experience in application of business principles to clinical practice, development of institutional management and data collection systems to define cost centers, ensure successful reimbursement and stimulate health facility revenue growth.
  • Strong fiscal, administrative and contract management experience including the review, analysis and approval of Implementation Plans, budgets, and budget justifications.
  • In depth knowledge of health administration and public health principles with progressively responsible experience in maternal, child health, health systems strengthening or related fields.
  • Strong representational and collaboration experience engaging Ministries of Health or other equivalent high-level stakeholders on health care management policy and strategy formulation at national and subnational levels.
  • Solid experience in leadership and/or management training for health facility management emphasizing integration of institutional services and supportive administrative and financial structures.
  • Demonstrated technical skills and ability to build synergies across technical disciplines and teams.
  • The ability to multi-task and keep track of concurrent activities and deadlines.
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research)
  • Excellent communication and presentation skills, including oral, reading, and written proficiency in English.
  • Must be willing to live and travel within Ethiopia.
